Phoenixville Borough Council, during a meeting Tuesday, February 22, 2011, filled the Middle Ward seat vacated by former Council member, Michael Handwerk.
Planning Commission member, Jennifer Mayo will represent her constituency for the remainder of the term.
The Middle Ward seat is up for election this year.
